The concept of natural rights took shape in the 1600s. Several English and Scottish writers and philosophers — including James Harrington, Algernon Sidney, David Hume, and John Locke — speculated that all people were born with rights, in the same way they were born with toenails or lungs.

Although Algernon Sidney died long before any of the Founding Fathers of the American Revolution were born, the English political theorist and philosopher contributed greatly to the emerging ideologies on governments formed of the people, by the people, and for the people, also known as republicanism. His Discourses Concerning Government, published in 1698, has been called the “textbook of the American Revolution.”
